Strategic petroleum reserves India
India’s Strategic Petroleum Reserves (SPR) program plays a critical role in enhancing the country's energy security and mitigating supply disruptions. As of 2025, India has a total storage capacity of 5.33 million tonnes of crude oil across three key underground facilities in Visakhapatnam (Andhra Pradesh), Mangaluru (Karnataka), and Padur (Karnataka). These reserves can meet approximately 9.5 days of national crude oil demand.
Indian Petroplus reports that under Phase II of the Strategic Petroleum Reserves program, the government is developing additional storage at Chandikhol (Odisha) and doubling the capacity at Padur, which will add another 6.5 million tonnes. Once completed, India's total strategic crude capacity will cover around 22 days of demand, significantly improving emergency response capability.
The SPR program is managed by the Indian Strategic Petroleum Reserves Limited (ISPRL), a special purpose vehicle under the Ministry of Petroleum and Natural Gas. Indian Petroplus notes that the government is exploring innovative models like public-private partnerships (PPP) and commercial leasing of reserve space to international oil companies to optimize storage use and reduce costs.
India has also signed strategic cooperation agreements with countries such as the UAE and the United States for crude storage and supply sharing. These partnerships ensure quick access to crude in times of geopolitical or market disruptions.
