ONGC seismic tender: Rs 562-crore bid gap raises execution questions
The ONGC seismic tender for Western offshore 3D broadband seismic acquisition has produced one of the widest commercial gaps seen in India's offshore exploration sector. Shearwater GeoServices emerged as the lowest bidder at Rs 1,200.14 crore, while PGS Geophysical AS quoted Rs 1,762.59 crore, creating a price difference of Rs 562.45 crore. Both bidders competed for exactly the same integrated scope covering acquisition, processing and data delivery across four offshore survey areas. Indian Petroplus analysis indicates that the unusually large price separation reflects differing assumptions on execution efficiency rather than any variation in project scope.
The contract itself leaves little flexibility for bidders. Mobilisation charges are capped at 2% of the evaluated contract value, fuel reimbursement is tightly controlled and linked only to approved operations, while contractor-related delays remain entirely at the bidder's risk. The package also combines over 2 lakh line kilometres of prime acquisition with concurrent seismic processing, requiring companies to balance vessel productivity, processing capability and project timelines under challenging offshore conditions.
Since ONGC has not published any commercial cost breakup or departmental estimate, it remains impossible to conclude whether Shearwater priced aggressively or PGS adopted a more conservative execution strategy. The tender therefore highlights the commercial uncertainty associated with large offshore geophysical programmes rather than simply identifying the winning bidder.
