I heard it had to do with the release days of the episodes, like, the animators are told real quick a few days beforehand, thus a rushed product.
As I said, time and/or budget constraints can (and are) brought up as a reason for this, but, as I said, I fail to see how rushing the low-quality production, then paying again to fix it retroactively is a sound business practice.
It makes no sense, why can't they invest more time and money to make quality animation FIRST TIME OVER? Correcting it later seems to be more expensive than doing the job once, but properly.
It makes even less sense for an installment in literally the biggest shoujo anime franchise in history. THIS IS FUCKING SAILOR MOON, a cash-cow cultural phenomenon, and they could not bother to take time and care while doing the reboot, REALLY? How? Why? Cause the fans gonna pay for it anyway? This is the level of laziness and not caring comparable possibly only to Disney's hack job that was Frozen.
TL; DR: If you asked me, home video-release fixes in animation make no sense from business standpoint. And Sailor Moon Crystal is absolutely inexcusable for doing exactly that.
