Howdy yâall, just a small post regarding the history of the National Fallout Shelter Survey and Marking Program! Saw this sign in a scene of Mad Men (which takes place in 1960 [season one]) and realized that even big-name shows make historical mistakes, so you might too when creating Cold War media.Â
The NFSS began in 1961 under President John F. Kennedy. With the help of local surveyors, engineers, and architects, pre-existing buildings that met the criteria for a proper fallout shelter were âmarked, stocked, and mapped.â Until this point, there was no true national effort to create public shelters, and indeed, shelter markings, supplies, and locations were up to local discretion, if at all considered.Â
One of the bigger plot lines of season one of Mad Men is the advertising campaign for Richard Nixonâs presidential race against JFK, so itâs even more glaring that this sign was included in this scene, even though Kennedy had not yet won the election.Â

Although produced by the OCDM and not the FCDA (which I focus most attention on) this is arguably one of the bleakest, most honest pieces of media produced by all American Civil Defense administrations. It does not sugar-coat the effects of blast, fireball, or fallout, but also tries itâs best to provide pertinent information in a calm, organized manner.Â
Unlike most civil defense media, it talks almost immediately about how death is most likely if you do not take any precautions to survive. It later mentions how shelter life has psychological effects, and how most creature comforts will be gone. Most media maintains a very positive outlook and makes nuclear warfare seem not so bad. But this is arguably more important than other publications, as the reality of the situation would have encouraged people to take Civil Defense seriously.Â
