Here's the thing: all quirks have some level of sentience, what AfO does is boost that by splitting it from the person it's based on so the quirk has to develop on its own.

The stockpile wakes up like all the other quirks AfO takes. Confused, light headache from the sudden mental independence. AfO the Quirk runs through the motions of introducing it to the basics of its predicament.

When the stockpile was given to Yoichi, no one expected a part of All for One to go along with it, the quirk itself didn't know it could do that.

Yoichi had to deal with an angry All for One inside his head, but at least the other voice in his head seems just as exasperated. That's when they both come up with The Vault, for mental All for One.

When Izuku awakens all the quirks, and finds this regular dude within OfA, he's baffled, to say the least. All Might even more so.
