TEHRAN: Iran's president said on Wednesday that the Islamic Republic will keep its excess enriched uranium and heavy water, setting a 60-day deadline for new terms for its nuclear deal. Hassan Rouhani said that if that deadline passes without better terms, Iran will begin higher enrichment of uranium. He made the comments in a live address on Wednesday, the anniversary of President Donald Trump pulling America out of the accord.
来年、日米原子力協定の30年目の期限が来る。今のところ自動延長されるようだが、その意味は複雑だ。日本では核燃料サイクルはエネルギー問題としか理解されていないので、民主党政権は2012年に「原発ゼロ」を決め、アメリカに「余剰プルトニウムはどうするんだ」と突っ込まれて撤回した。その本質はアメリカの核戦略である。 もともとアメリカは原子力技術をいっさい国外に出したくなかったが、ソ連がそれを入手したため、1950年代には日本に「平和利用」の技術を売り込んだ。しかし核が世界に拡散すると核拡散防止条約(NPT)で核を独占しようとし、核燃料サイクルも1977年にカーター政権がやめ、日本にもやめるよう求めた。 これに日本が反発し、東海村で再処理を続けたので、アメリカはその核燃料を国際原子力機関(IAEA)が個別に査察しないと再処理できないしくみにした。これでは商業運転はできないので日本が改善を求め、10年以上の交渉の末、再処理にアメリカが包括的事前同意する原子力協定が1988年に結ばれた。金子氏はそのときの交渉官である。 この協定は二国間協定でNPTの例外をつくる特別待遇だったが、このとき日本は再処理でできたプルトニウムをすべて平和利用で消費することを約束した。これによって（よくも悪くも）日米同盟の形が決まった。いわば日本は核武装しないことを約束してアメリカの「核の傘」を買ったのだが、この約束は守れるのだろうか。
