The Giggle Novelization offers an insight into the Doctor’s inner thoughts when Rose is mentioned as being someone he loves. And the Doctor confirms that even after it’s been billions of years, he still misses Rose. And still believes she’s the one who saved him from the Time War. Not to mention, Rose is the Doctor’s only romantic interest that gets mentioned as being someone the Doctor loves. The others that get mentioned here were platonic loves of the Doctor.
