This will only work if we ignore the obvious problem with aging and make everyone as old as when they were onscreen for the majority of the time all at the same time (so ignoring returns and later sad deaths like Ted in the numbered episodes and people leaving the service like Rod/Yorkie etc.)
I have included those who rose through the ranks or 'acted up' onscreen in those positions as well [For example - acting Superintendent Derek Conway would be allowed to be chosen as a Superintendent, however you couldn't promote someone who hadn't been seen onscreen as that rank - say making Will Fletcher a Superintendent] It's likely that I've forgotten some so please feel free to point it out and add them in!
You obviously cannot have people in more than one position however, so unfortunately (for me!) there's no Inspector Smith, Sgt Smith and PC Smith all working at the same time!
There are no rules on the sexes of characters (ie - you don't have to have 6 PC's of each sex). The numbers are as follows...

Leslie Downey: Nikki? You go home to your family. Listen to the music. Understand?
Nikki's final episode, and it's a nice, understated farewell. Nikki was a good sergeant, and Gillian did a wonderful job of conveying a solid yet kind authority figure, and it's a shame to lose her.
I have always been a sucker for the trope of the incredibly nice patient of the week dying while everyone around them is trying to save them despite knowing it's a futile effort, and Martin Jarvis gives a genuinely moving performance as Leslie, and I do like that they didn't go the cynical route with his relationship with Anthony, or with either of the brothers.
Will also does well in this episode, and it's a reminder that he could be a really good character when he wasn't too busy sulking about something. They seemed to like having a permanent TDC spot in play at this point in the show, and Will made sense for it, even if they never really did much with him once he was up there.

Gina recognises a 'ghost' when Sun Hill rumble a fake passport ring. She asks Jack if she can photocopy one of them - without telling him or Nikki why when they ask and tells Nikki she just has to pop out and to call her if anything important comes up.
She calls in at her old Sgt's house, showing him the passport photocopy. The man in the picture is an aged picture of an old foe of hers and the former Sgt's, Vince Murray, a bank robber who was assumed dead in an armed robbery on a bank in Tozer Street 24 years ago that almost killed her and landed her Sgt in a wheelchair. The pathologist who carried out the post mortem on the body parts was well renowned and 'didn't make mistakes', unfortunately he can't be questioned because he died a few years prior.
The former Sgt works in the NHS now and brought out the details of the PM. It turns out that Murray's GP was also involved and the GP isn't whiter than white, almost getting struck off twice for prescription fraud. It's likely he gave the medical records of the real victim, Ian Forrest - of who he was also the GP, and told the pathologist that they belonged to Murray. Forrest was suspected of running away with the money - but it would seem it was the other way round...!
Sanderson is evasive and makes out like Gina is only questioning it because her brain is trying to make sense of what happened to her after finding someone with a likeness to Murray. She asks Ben and Beth to take the picture of Murray on a door to door around the area of the surgery to ask if anyone recognises him. The newsagent does and Gina is clearly spooked to see a CCTV image of Murray. She returns to Sanderson's practice with Nikki and the image. Again he is unhelpful and suggests that they'd be arresting him if they had real evidence that he was involved or had knowingly lied about Forrest's remains being Vince's.
The man behind the dodgy passports said he sent the passport to Vince in Spain and that he'd promised to pay over the odds if he'd get the rest of the documents - birth certificate, driving licence etc - to him ASAP. Gina and Nikki head to the place where he was supposed to meet him in place and arrest him for armed robbery, the murder of Ian Forrest and the attempted murder of herself and Tom Ryan, her former Sgt.
