I have this very vivid image of the scene in Oops that introduces Cybertron and it is just Decepticon High Command contacting Shockwave and it being answered by a teeny tiny Perceptor who hasn't quite mastered language yet and can only beep and chirp. When it first is answered, they are all confused, but then a polite beep makes them look down to see Perceptor standing in a chair barely visible.
They are all kind of struck until Shockwave casually walks in, picks up Perceptor to balance on his hip, and asks him very formal questions about what happened only to be answered by equally formal beeps and chirps. Then he examines the screen and perks up, fully excited to see Megatron and the others clicking to make it full screen. He only pauses in his rush after someone points out Perceptor and he says, "My apologies, my Lord. This is my Progeny."
He calls him, Progeny or the progeny the entire time until Perceptor is old enough to inform him of his name. The meeting does get a bit awkward when he gets at a loss for words when Megatron asks for an update. He's interrupted by Moonracer chasing a seemingly invisible figure in leaving small purple footprints and giggling when she catches him. She very triumphantly tells "Shocky" that the paint traps worked only to find all of Decepticon High Command, plus a tiny Rodimus staring at her. She tells Shockwave, in a very kind tone, "I'll take Progie, and you can explain." Then she vamooses with the kids, her own blue-and-white one flickering back into view with a yawn.
Now, Shockwave has to explain that the unexpected baby boom triggered a ceasefire between both sides as they had medical professionals, and he had resources.
And he may or may not have entered a romantic liasion with Moonracer after believing Megatron was well and truly gone.
