Mod CN- So I did (re)design(-ish) Loïc and Nelson for the rewrite, and we do plan to put them in!

But it's still way too early to wait for their arc. We do have an arc idea with Ray, but we want to wait until the end of the season before we do anything with it.

So far all we have (that is speculation) is that Meta!Ray is a petty asshole who moved countries to keep tormenting Zoe, and he probably picked Loïc and Nelson on a whim to be his lackeys because he wants these dweebs around to help him cause mischief, drama, and to make him look more attractive to the boys at school (oh also Ray is gay).
