IT'S MR. NOODLE'S BROTHER, MR. NOODLE! Wait.
I was watching a glut of old Jeff Bridges movies, and I was happy to see Michael Jeter in the Fisher king. Mike Jeter was a big part of my childhood even though I couldn't tell you how--he just had such a memorable face and manner, I guess (I would say "BECAUSE OF SESAME STREET!" but I was a bit too old for the Elmo's World skits by the time he became Mr. Noodle's brother...though I did watch them because in the end, I'm a big kid with a love of muppets so intense my biggest dream as a child was to be a muppeteer). I was incredibly sad when he died a few years ago.
Though, honestly, I never imagined him in drag. It makes all the sense in the world now, though.
