Notice of Increase to Active Security Protocols -- Priority One

To all SHIELD Employees:

On March 22nd, a HYDRA double agent revealed himself to Agents Black and Hood. Both were seriously injured when the aggressor pulled a gun in a crowded lobby; both are currently in critical condition.

Thanks to the timely intervention of these two agents, no one else was harmed; however, I would like to express my personal displeasure that you were all caught flat-footed when you should have taken him down yourselves.

As this directly affects internal security, I am tightening security protocols in all sensitive areas (Level Four and above) until further notice. When entering these areas, you will be asked for a thumbprint ID, a retinal scan, and a vocal identifier along with the required presentation of your swipe badge.

You will also be required to submit to a mandatory search of your personal items upon entrance to the compounds. These searches are MANDATORY, and may or may not include metal detectors, EMP scanners, and if necessary, a search and seizure of probationary items. Your SHIELD issue firearm should be the only weapon you carry when not on missions. When entering Level Four Clearance areas or above, be prepared to surrender your firearm if security asks.

Refusing to do so is unwise.

Please keep in mind that if you suspect foul play from your fellow agents, submitting the suspicion via anonymous inbox is still possible at this time.

Notice of Assignment to Active Field Duty

Location: Stonington, New York

This memo is to inform you of your newest assignment, under Agent Clay Quartermain.

Agent Quartermain has requested assistance in breaking down and dismantling the Dee-Lite Amusement Park. You are to travel there by 10:00 AM today to assist in this operation. Please dress in tac-suit, your usual uniform may not hold up to spec. 

One thing of note -- there have been reports of a suspicious figure lurking in the park, and junior agents are requested to stick to groups of two or more while dismantling equipment. Senior agents have encountered this figure only once, below is the best description available.

Should you run across this figure, your orders are NOT to apprehend! Suspect is considered armed and extremely dangerous. Maintain radio contact at all times, and identify the suspect to your handler and the Agent in charge of the secured site.

Again, do not pursue and apprehend, suspect is considered armed and extremely dangerous.

Catastrophe: Sickness outbreak called "Vampire Virus"

Casualities: No notable casualties, although there are still injuries being cataloged and missing persons reports still to be filed. Of note is the drop in the homeless population of the infected area. The least fortunate tend to be the first casualties, in the case of something that preys on humans like the virus does.

Basic facts about the Virus and its spread:  If not stated otherwise all observations are made by Dr. Bruce Banner.

The virus is transmitted like a regular virus, through ingestion of infected blood. Even a drop in the eyes or mouth are enough to cause someone to turn.

It manifests in a single day and spreads through the body in mere hours, mutating it rapidly.

Vampires need blood to keep mobile. Should they be cut off from any blood intake (e. g. by restraints) they will fall into a coma not unlike hibernation.

The virus works differently in meta/superhumans than it does in normal humans. Tony Stark is the closest to Patient Zero genetically, while superhumans and mutants such as Peter Parker and even [REDACTED], who carries a weaker version of the [REDACTED] are mutating in different ways.

Teeth are developing completely separate from each other for every person. The most common seems to be the sharper and longer canine teeth.

Developing of the Cure: The formula was found by Agent K. Black and Consulant T. Stark in Patients Zero's laboraties in Manhatten

Dr. B. Banner and SHIELD medical used all the resources they had on hand including various blood samples to develop a final cure that does not kill the infected patient.

The first test as directed by the formula found with Patient Zero was a failure. She would not say if that was deliberate or an honest mistake. The test subject experienced rashes and flaming pain but no positive changes to his DNA were made.

The second test with changes from Dr. Banner made the patient experience bright pain until it settled three days later and the virus completely left the patient's bloodstream and his body reverted back to what it was before the mutation took place.

The final cure is painless and works through the entire body in twenty hours.

Notice of Promotion to Field Work:

This memo is to notify all agents that the following have been promoted to probationary field work. Should you encounter these agents, they are to be accorded all protection and instruction afforded to junior agents in the field as per page 456 in the SHIELD manual regarding lower clearance level operatives on a secure site.

The following are cleared for light duty and instruction in the field:

Agent Lisa Timberstone

Clearance level appropriate handlers are to be on site to monitor performance. Should no handlers be available, the probationary agents will report directly to the commanding officer in charge of securing the site.

The code of conduct for a live weapons patrolled site is strictly enforced. Insubordination will not be tolerated. Should the probationary agents fail to comply with orders, they will return to headquarters for re-evaluation of their elevation in rank.

This is in accordance with bylaw 17-b in the SHIELD handbook regarding elevation in clearance rank.

Any questions regarding an increase in clearance level may be brought directly to Jasper Sitwell between the hours of 8:00 AM to 3:00 PM.

IMPORTANT NOTICE - ALL SHIELD AGENTS

Our new database is now online and functioning and every agent currently active has been send a sign-in ID and are to choose their passwords shortly like shown in the .pdf-file attached.

(An appropriate password contains 6 - 10 alphanumeric characters and at least one number and one capital letter.)

Agents are to keep their passwords a secret. They will also be provided with an authenticator to determine their identity at any kiosk not a part of their regular work station. (Work stations still require the standard retinal scan.) These authenticators use 64-bit encryption methods and it is important that you keep yours with you at all times.

DO NOT LOSE YOUR AUTHENTICATOR.

All personnel (especially probational agents) need to remember their sign-in ID and password for the database (follow this blog) and check their e-mail inbox daily (track the #mi shield tag) to keep up to date.

Agents are reminded that in order to be paid hazard time from field or lab duty requires a sign-off from your superior.

Failure to comply with all log-in procedures will result in lockout, and you will have to contact IT to unlock your username and reset your password.
