No idea yet when the photo was taken of course, but it was likely a while ago with how the photograph is crinkled and aged; so, interesting to see that Victor Gideon has had his abnormal eyes and his neck scar[?] for a some time.

As we see him at present-time in the trailer, he's infected with what is likely to be Elpis, or at least, whatever the other zombies are infected with -- tooth loss is shown a symptom, and Gideon has gold teeth replacements. The infection may be the source of his irises, as this also seems to be a symptom of the virus. Similar skin as well.

So, this begs a few questions:

Has Gideon been infected since the photo was taken, some time ago? * If so, did something happen to suddenly deteriorate his condition? Or, is this just what the infection looks like at late-stage development? Did he have some sort of special compatibility with the virus?

Was Gideon born this way, or was he genetically modified by Umbrella? The neck scar could definitely indicate some modification. Maybe he was born in a lab? He looks awfully similar to a Tyrant. He is also, as we can see, abnormally tall and broad.

Some throw-away theories/guesses:

He uses the special goggles due to either extreme light sensitivity or near blindness -- I can see either way, but I think light sensitivity would be particularly neat [EDIT retracting this statement. After watching more footage and thinking about it, I think it's a lot more likely that he's near-blind, will elaborate in an additional post]
