Debatable - Hazel's realm is wealth and riches; Nico's is death. Both of them have elements of earth (Nico has controlled rock a number of times, like when he summoned a wall of stone to stop Kronos from following the group into the Labyrinth, or when the earth cracked open when he first realizes he's a son of Hades; dirt is also composed of decomposed organic matter and that's definitely his area). I get why you associate Hazel more with earth because she's the one throwing gems around all the time, plus she's a metal detector and she doesn't get lost underground, but really they both are good embodiments of the element.
