Personality
He values honesty and transparency above all else, and so is often regarded as nosy and lacking imagination.
He’s rather quiet and tends to keep his limbs close to his body. Whenever his hands aren’t busy, he typically presses a finger against the middle of his brow. He discovered it works decently well to ease his migraines.
He loves asking questions; even if he already knows the answer, he’d rather hear it straight from the horse’s mouth. Unfortunately for him, other people often don’t appreciate being pestered with rhetorical questions.
He’s extremely studious and loves learning new things; he also loves teaching other people about his newfound knowledge. Because of this and the previous point, the phrase, “Did you know…?” is one of the pillars of his vocabulary.
Having grown up watching almost exclusively Columbo, he learned a decent amount of English. So I think you might be able to guess which other phrase is a pillar of his vocabulary :]
He’s really good with kids; he tutors elementary school students on the weekends. He takes a great deal of pride in being someone they can rely on and confide in when the adults in their lives don’t do the same.

Pre-Canon History + Stand
(slight early canon part 4 spoilers below)
Hisae grew up with chronic migraines that severely impacted his quality of life. They were particularly severe around his father, who constantly verbally abused him and his mother. When Hisae was 10, his mother threatened to take Hisae and leave. Seeing that his father’s abuse was about to turn physical, Hisae stepped between them. Hisae lost a finger; his father was arrested; Hisae never saw him again.
Wanting a clean slate, he and his mother moved to Morioh. Once they settled into their new home, Hisae’s migraines got noticeably less severe. However, going to school with a missing finger sparked a lot of gossip among his peers. This, combined with the frustration of having to navigate an unfamiliar environment, caused his migraines to flare up again. He had to take a lot of time off from school, further ostracizing him from his classmates. Fortunately, he eventually found a couple other kids with similar struggles: the Nijimura brothers.
Keicho got along with Hisae because they shared a similar rationality. That said, Hisae held a lot of contempt for Keicho's mistreatment of Okuyasu and constantly called him out on it, wanting to know the reason for it. After constant questioning, Keicho confided in him about his father's condition and his desire to “fix” it. Hisae couldn't endorse murder and so refused to help. Despite this, he believed Keicho's heart was in the right place, and he felt an obligation to stick with him because Keicho was the only one who stuck up for him when he was all alone. So, he stuck by him. And he nearly died for it.
The last time Hisae saw Keicho, he was aiming an arrow at his heart.

Stand: The Moon Will Sing
Namesake: The Moon Will Sing (song by The Crane Wives)
Type: Natural Non-Humanoid; Psychological Assault
Appearance: silvery crystals that form over a different feature of the target’s head depending on the ability used
Abilities: Based on the fact that “sing” also means “to inform (the police).”
Speak No Evil: Crystals grow around the mouth and throat. Prevents lies from passing the target’s lips. [Can only be activated if the user can hear the target; once active, it will last as long as the user can manage.]
See No Evil: Crystals grow around the eyes. They play memories of whatever the user asks about; the user (and other stand users) can see glimpses. Prevents the target from imagining anything but the truth. [If the user can see the target.]
Hear No Evil: Crystals grow around the ears. They emit a ringing sound that gets louder the farther from the user you get. Prevents the target from hearing anything besides the user’s voice. [If the user’s voice can reach the target.]
The farther from the user the target gets after the stand is active, the faster crystals grow over their features, eventually covering them completely. If the target tries to lie once the crystals have covered their feature(s), the crystals then begin to grow further into their skull. Attempting to forcibly remove or destroy the crystals will result in the same effect; damaging the crystals may cause them to shatter, dealing significant damage to very important facial features. While the stand is active, the target cannot do anything that defies the spirit of honesty and cooperation, such as injuring the user. If they try, or possess the intent to, the crystals will dig deeper.
Important note: Hisae can only guarantee an answer by asking yes/no questions; if he asks a nuanced question, the target can simply choose not to answer. Additionally, Hisae cannot use more than one of the three abilities at a time without getting a migraine, and only once has lasted long enough to see the crystals grow inward.
TLDR: While active, The Moon Will Sing painfully deters lying and uncooperative behavior in both the target and user.
