Maggie Sawyer does occasionally look into villains she previously had dealt with on cases and their recoveries. Eventually finding out about the deaths of villains such as Master Jailer and Atomic Skull. Even still trying to see what she can do for the ones still around like Monsieur Mallah. All of this due to the ones she's seen change. Both in Metropolis and Gotham.
is there any interesting spin you think you could put on the villain, Master Jailer or is that just a weirdo from the past?
Actually I like him a lot! Recently had a story that made him "click" into place for me as a character.
Recent Truth & Justice anthology had a Master Jailer story, and that's where I saw greater potential for him. There he was cast as a gleeful participant and beneficiary of the prison industrial complex, and that I think is a brilliant direction to take him in. Don't really like him being from Smallville, there is one other villain besides Lex I'm ok with being from Smallville, but not Jailer. He doesn't need to be from Smallville to have a crush on Lana, he can just fall for her the first time he sees her in Metropolis.
My take on Carl Draper is that he's the one who builds private prisons for the megacorps of Metropolis which hold their various experiments. Designing prisons meant to contain various metahumans was an entertaining challenge for Draper, one that saw him earn his moniker "Master Jailer", but it left Draper feeling unsatisfied. Amusing as it was to build prisons crafted to wring maximum profit from the helpless subjects under his care, few had the strength or will to attempt an escape. Struck with the need to test himself against a real opponent, Jailer accepted a contract to design "Stryker's Station", a new prison for Metropolis supervillains located inside the Phantom Zone connected via portal from the old Stryker's Island prison. Jailer also accepted a position as the new Warden of the prison, with his high-tech suit allowing him total control of the various security systems existing inside any of the various prisons he's built. Suit also comes equipped with the ability to teleport him between the various prisons at will.
Superman has attacked various prisons that Jailer has built for the megacorps before, freeing the unfortunates trapped aside. Seeing Superman constantly liberating his jails has resulted in Master Jailer becoming obsessed with the idea of building a jail that can hold the Champion of the Oppressed. Secretly within Stryker's Station is a sub-wing that Jailer has created in hopes of one day imprisoning the caped thorn in his side, a goal he is covertly working towards with the secret aid of Atomic Skull. Jailer has also developed an obsession over Lana Lang after admiring her engineering work from afar for years. Slowly transforming Stryker's Station into his own personal kingdom where he can rule as he pleases, Jailer hopes to collect both Superman and Lana before cutting off the Station from the outside world for good.
Thematically it's pretty straight-forward: Superman is the Champion of the Oppressed and Master Jailer is the oppressor. He's a guy who gets off on having people under his thumb, and prisoners are an especially vulnerable group giving few people care about their rights. Position Jailer as someone who will abuse every last shred of power he has and I think you've got the beginnings of someone who can be a villain with more weight to them. Also keep his current costume, it's really an underrated look and I doubt it can be topped.
