Toriyama simplified it a bit by using a scale of 1-10 when talking about Beerus and Whis, but he also stated himself that they’re simply a means for the villains to underestimate the heroes in most cases.

Well as a Trunks role player I respectively disagree ;) But I think the main reason why they don’t matter is that they’re not static. It’s not just a numbers game. They fluctuate depending on the fighters skills and techniques, and fights are quite often decided on a fighters skill, not power.
