Okay so there's this Capricorn guy and I can't tell if he likes me because half the time were cute and flirty and the other half he ignores me, is this normal behavior? Should I just tell him how I feel or move on because I'm not Sure if he's into me like I'm into him.

Generally speaking, Capricorns are hard to seduce as they tend to be serious, realistic and cautious with their feelings. When you have him half the time being ‘cute and flirty’ with you, that’s more than a good sign.
The fact he ignores you the other half times could be because: a) he is shy and not totally self-secure, b) he observes you passively so that he learns more about you and evaluate whether his feelings are ‘right’, c) he is cautious to welcome romance because of other personal issues he is currently working on.
Why not trying to get to know him better and spend fun time together instead of hurrying to tell him how you feel? Maybe that way you will give him the time he needs to put himself together and have him talk about his feelings for you first. Remember Capricorn loves tradition!
