Technically, Atem could get summoned/called upon if someone very desperately needs him. Soul and heart connection. He could pick up on the person’s feelings, as long as they’re strong. A bond like this is what he strives for as well.
He leaves a piece of himself in every person’s heart and memories. That’s more than enough. The Pharaoh would return/go to the people who have made a great (positive) impact on his life and vice versa. He’s also pretty much like a guardian figure. As long as he’s had a deep bond with someone, it’s sure that he would watch over them. thIS basically means-- you’ve won him.
