im currently writing a fic about when kuji started smoking but i think (and i hope the manga doesnt go into this and im way off the mark lmao) for azuma it was MUCH more like, run of the mill
he was in college, someone passes a cig around, he's 19 (so it's ~illegal~ and ~edgy~), he wants to seem cool, so he take a puff, it sucks but it gains him social acceptance. and while we know he was Out in college thanks to the story he recounts to tajimi in episode 7, that was probably all the more reason he NEEDED social acceptance, being out in the early 2000s was rough no matter where you lived. he definitely knew it was bad and would throw a fit if he ever caught tamaki smoking, but he's just never found a reason deep within himself to quit
