I was talking to a friend of mine on another site and we both came to the realization that from pretty much the second Loona approaches him on the beach in Spring Broken....Vortex completely ignores the fact that he's supposed to be working? He's supposed to be guarding Verosika, making sure no fans get too close to her while she's performing - hell, the whole reason Loona was able to be alone with him (before Blitzo decided to literally get between them) was because he was dragging away a fan that tried getting too close after knocking them out.
But pretty much from the second Loona comes over to start talking to him, to when both groups are leaving, Tex seems to completely forget about his job. Guy knows where his priorities lie, and talking to a cute girl definitely beats out doing his actual job. Especially when, given how protective Blitzo clearly is, Tex probably knows that despite them working in the same building for the next week, this probably is going to be his best chance to actually talk to Loona more or less uninterrupted until maybe she comes to one of Bee's parties, and he has no way of knowing when that'll be.
