Headcannon time:
I belive that Shellington was basically an intern at the Octopod before becoming an official member. Like a junior Octonaut if you will.
In much the same way, I think Kwazii wasn't a lieutenant when he first arrived. He was probably a janitor or something and he mostly helped out Tweak a lot which is how they became close.
The Octopod (at least at the time of the first one) was probably understaffed and had members doing multiple roles at once.
Members of the original (first) Octopod that are still around today include Captain Barnacles, Tweak (who was probably a teen prodigy at the time), and Professor Inkling.
I really like thinking of past events of what happens in Octonauts, I think its very interesting.
And as much as we cling on to Kwazii for his "mysterious pirate past" I think characters such as Captain Barnacles, Professor Inkling and Peso are also just as interesting.
