hair is hard as fuck. especially if you're going for an anime-like style. keep practicing and it'll get how you envision it. i have to basically beat anakin's curls into place but i think what could help is just tracing his hair a few times - nothing wrong with tracing! it helps your hand understand the motions and can help get that base form you're aiming for. don't give up doodlin'!
i think with sam's hair in particular, you could find some useful tips in the "drawing the head and the figure" book by jack hamm. i own this book thanks to my aunt, and it's been a lifesaver for basic shapes and understanding.
