this is Kyushi Ukeire, a prison doctor who works at Tartarus, which is where she meets a one Kai Chisaki. she starts by returning his mask so that he’ll cooperate with her, because he’s spent like two weeks in the prison having literally one long panic attack without it and she has to use any leverage she has. everyone else was perfectly fine letting him go without it for the entirety of his stay, so at least she even considered giving it back
given that she treats criminals for a living, she’s developed a very strange mentality of trying not to judge her patients. “come on, Doc, this guy is a monster, he deserves to die.” “maybe. but that’s not my call or my job.”
her Quirk is called “Breakneck“, and it allows her to slow down time around her; to everyone else, it looks like she’s got super speed, but that’s more a very basic explanation of what she does. overusing her power leads to a lot of fatigue, sometimes to the point of passing out, as well as a disorienting feeling she describes as “everything’s moving too fast”
she’s also a dropout who never finished hero training, never got her license, and had a rough time in school. medical school was vastly different for her, and she wants no part of being either a hero or a villain. and she’s a strong advocate for changing society, such as not judging people’s Quirks as “heroic” or “villainous” by nature, acknowledging that there do exist good-hearted villains and nasty heroes, and changing a system that has become perhaps a little bit broken
she’s very Soft, but she’s also full of sass where it’s due
