To be honest, I think every Deltarune "x character is EVIL" theory is stupid considering Toby's style. Undertale literally has no villain. Every time you face one you come to learn about them and why they're doing what they're doing. Most people will call Flowey a villain but I refuse to see him as one. I would be the same in his situation after all. What would you do if you had the ability to save and load and then completed everything there is to complete? The curiosity of what would happen if you killed would gnaw at you.
Before this post derails into talking about Flowey I'll get back on track. I personally believe that no character in Deltarune is truly evil either. Ralsei, Kris, Carol, etc. I believe they all have reasons for their actions, like the well rounded characters Toby writes them to be.
