Okay, so this is just off the top of my head, but what if Cubone are actually baby Kanghaskhans? Their skulls are similarly shaped which is why I thought of it.

It would be like... Mother Kanghaskhan has a child, mother dies and child grieves, child takes mother's skull and becomes Cubone, child then grows up, the skull becoming part of its head which stunts its growth, child becomes a Marowak. Marowak then has children, but doesn't want them to grow up like she did and gives them to other Kanghaskhan to raise.

If the mother Kanghaskhan doesn't die, the baby will grow into a Kanghaskhan. If the mother does die, the child becomes a Cubone.
