Jyubey is going to be the “good, helpful mascot” type. The thing about him in the manga is that with some of the “camera angles” and the multiple layers of edited memories, it’s not entirely clear that the shady shit isn’t the Incubator. I lean toward it being the Incubator.

For example, page one of chapter four:

If you’re just glancing through it, you might not notice this in the top left panel:

It’s an excellent use of misdirection.

In Kazumi’s edited memory of when Mami saved her, she sees Mami with Jyubey instead of Kyubey.

Anything of Jyubey in a flashback is probably the Incubator. And Kyubey later says it wanted to speak with Jyubey, but Jyubey was also affected by the barrier and couldn’t see it.
