Trigger warning for a lot of things: trauma, PTSD, murder, Nascour.
Have you noticed that Pregym has no trainer with fire or steel Pokémon with its student trainers (And eventually one psychic Pokémon in XD)?
Justy's students are very well aware that these types of Pokémon trigger something in the Preleader. They may not fully know the reason, but they know that those types make the Preleader uncomfortable. Anytime one is shown, Justy usually has to retreat to his office or to a private area to try and calm himself down from an upcoming panic attack.
Justy suffers from PTSD, ever since he was a child. When Cipher attacked his parents’ research center; a child Justy came face to face with Nascour and his Metagross, witnessing the Pokémon murdering his parents in front of him. Justy was still an inexperienced trainer and definitely stood no chance against Nascour. In fact, Justy became an easy target for Nascour to not only scare the child more, but to also physically beat up Justy in his frozen state by. The Preleader would have also gotten murdered if it wasn't for Ein coming with his Manectric to find the boy.
Unfortunately for Ein this was his first encounter with a beta Shadow Pokémon, and was too beaten up by the Metagross. As a final attempt to leave neither witnesses nor traces behind, Nascour set the research center on fire, burning everybody and everything in it. Luckily for Justy, Ein and Manectric still had some strength left to drag Justy and his Sandshrew out of the burning building.
These memories haunt Justy to this day. Sometimes the boy will get nightmares on the event. Whenever the Preleader comes in contact with large open flames (i.e. a camp fire) he starts having a panic attack. Large psychic and steel Pokémon will also trigger his panic attacks. Only by hugging the stuffed rabbit doll Ein gave him can make Justy stable if his panic attacks are severe enough.

Now that I feel a bit better, I can talk about Orre lore.
It's a bit long, so I will put it under a cut. It's not really headcanon per-say, more like backstory. I've also added some links to stuff with more context as I made some headcanon posts about them.
To establish things first, it's important to understand my Justy's history.
Justy's parents were scientists; they had their own research center in Orre. His father was from Johto and his mother was from Kalos. They moved to Orre for the large amount of land they can use for their research, and as an environmental change study. Their research involved studying a Pokémon’s behavior and not just through environmental changes, but also battling behavior. A prelude to Shadow Pokémon, essentially.
Justy was born in Orre, and was the equivalent of a semi sheltered child. He was homeschooled in his parents' research facility and only left home when his parents had important meetings in Phenac City. Justy yearned to be a normal kid, who just wanted his parents to spend time with him. Instead, they would rather focus on their research and only spend time with their son if it was a special occasion like Justy's birthday. Additionally, Justy had no tendency to be like his parents. Science never really interested him. Instead, he wanted a profession as a Pokémon trainer. Justy liked watching televised Colosseum matches on TV. He learned about Gym Leaders in other regions and the Pokémon League through outside studies. His dream was to participate in a Colosseum match and be a Champion. The only problem was that his tutor was more focused on what his parents wanted instead of what he wanted.
And now we get into Ein.
Ein was a researcher for Justy's parents. Raised in Unova, he studied Pokémon biology and their natures like a regular basis. He was a quiet person, who mostly kept to himself. Even as a child, the world of books and science fascinated him more than talking to people. To Ein, being alone was almost second nature. As he got older, he became more involved with Pokémon in his research. He raised an Electrike as his partner and even participated in some battles outside his studying. His battle skills were considered really well, but never wanted to go professional with it. Often times, trainers would come to battle him just to see if he is as good as some say. Once he got tired of people pursuing him, Ein found a job opportunity for a newly opened research center in the desert. And without hesitation, Ein took the job as a means to continue to what he loves, as well as getting away from trainers, who constantly want to battle him.
Ein met Justy after a devastating day for the young boy. His baby Sandshrew just happened to slip from the boys arms into Ein's sector. It is there, where a frustrated Justy vented to Ein about his parents canceling their amusement park day for science. Ein and Justy developed a form of friendship after their first meeting. Ein became a close friend to Justy, as he was the only person who actually listened to the small boy, while acknowledging Justy’s desires and feelings. And to Justy, Ein became a bit of a mentor to him. Ein taught the boy all he needs to know about how to care for Pokémon and how to properly use them in battles. Ein would even introduce his Manectric to the boy as a way for Justy to have some exposure to larger Pokémon. The two would spend hours together every day just talking or hanging out with each other. Sometimes Ein would take Justy outside his house to give the boy a sense of freedom and to really explore what Pokémon are like. This includes trips to Phenac Colosseum to watch the matches.
One day, Ein took Justy to for a Colosseum match, featuring the current Colosseum Champion, Nascour. Unfortunately, after the match the young boy just happened to run into the Champion. Nascour obviously, didn't take Justy's accidental bump very well. He was demanding the boy to apologize to him for accusing him of dirtying his clothes and to give a Colosseum Champion the respect he deserves. Seeing Justy on the verge of tears, Ein stepped in to defend his friend. He did not like attitude towards his friend, let alone a child. As they were about to leave, Nascour challenged Ein to a battle, also demanding Ein also give him respect. Ein begrudgingly accepts his challenge, there he defeats the other's Gardevoir with his Manectric.
Nascour defeated and publicly humiliated by the media, causes the man to be stripped of his title and his Champion position by the Colosseum league. The man swore to get his revenge, and he knew how. Nascour being acquainted/related to the mayor of Phenac, decided to begin the Shadow Pokémon experiment. To perfect the project, more information was needed and luckily for Nascour a certain family just opened a facility that was studying the needed information. Nascour was given the approval to send Cipher goons and his prototype Shadow Metagross to the desert lab.
At the lab, Nascour murdered anyone else in the facility that he ran into, including Justy’s parents when confronting them to hand over their research. Unfortunately, for Justy, he just happened to be in the wrong place and the wrong time. The boy witnessed the Metagross murdering his parents; all while Nascour recognizes the boy from early. He proceeded to attack Justy in the office, knocking the boy unconscious. It was there, Ein felt something was wrong and went to check on his friend, only to find Nascour and his friend lying on the floor. Enraged Ein sent his Manectric at the Cipher head only to be easily defeated by an unstable Shadow Metagross, injuring Ein and his Pokémon in the process. Instead of killing the two immediately, Nascour decided to let them die slowly by the burning building as the two were too injured to move. Nascour escaped with all research notes and all the Pokémon that were held in the center. With barely any strength left, Ein and his Manectric managed to carry an unconscious Justy and his Sandshrew out of the building. Escaping resulted in him collapsing outside Justy's now destroyed home while sirens can be heard from the distance.
Ein awakens in the hospital questioning the whereabouts of his young friend. Finding Justy unconscious, hooked up to a ventilator made Ein distressed and angry. Ein blames himself for Justy's condition, thinking about what he could have done to prevent the boy from getting hurt. On top of that, Ein gets informed that because Justy is essentially a homeless orphan now; the doctors were planning to call child services to help decide Justy's fate. This information infuriates Ein as he believes he is the only one who truly understands Justy. He believed that putting Justy in foster care would be the wrong move for Justy, as a foster parent wouldn’t understand him. Ein fought tooth and nail with the doctors to prevent his friend from being taken. When he has some of his strength back Ein looked thoroughly through (hacked) records, hoping there was someone within Justy’s family tree that would be willing to take the boy. Eventually, Ein found out that Justy's Uncle runs a Pokémon school in Phenac City, and immediately calls him about the situation. The two talked for a while, with the other agreeing to take Justy into his home.
Once Ein gets discharged from the hospital he leaves Justy a stuffed rabbit doll as a memento. He hopes it will help the boy get through the harder parts of his life.
With his friend being taken care of by the right people, Ein had one more thing to take care of and that's to take Cipher down. He managed to find out some information about the people who attacked Justy’s home during his time in the hospital, resulting in him tracking them down. Ein realized that he needed to be able to take care of his mission in secret. Being a scientist that formerly worked for the burnt down research center, put him at an advantage for hire as Cipher were looking for scientist to conduct their Shadow Pokémon project. Using his knowledge, Ein believed that if he can perfect a Shadow Pokémon, it will become uncontrollable and attack everything in sight, including its masters. He wanted to use the very tool to destroy the group that hurt him, as karma. Additionally, Ein took very careful steps to make sure Justy’s status remains unknown or deceased. He wanted to make sure that Justy remains safe and out of Cipher’s reach, being one of the survivors of the incident.
Past Ein taking little Justy to the equivalent of Arizona's man made beach park, cause little Justy wanted to experience a beach.

Years later Justy comes back to the beach park with his friends to find the baby Sandygast has evolved into Palossand. Which gives Justy all the love and affection, while his friends think the Pokemon is trying to eat him.
Ok so, if Female Ein exists then girl Justy is a thing too.
Justine is what she's called and there's not a whole lot of difference between her and Justy. The only major difference is that Justine isn't friends with female Ein like how my universe's Justy is. She's a gym leader, but is somewhat looked down on, because we love snobby, rich Phenac people, who are also somewhat sexist. As a result she's rather insecure, but doesn't stop trying to prove herself to the city she lives in.

Justy is fluent in the Johto dialect (the Kansai region that Johto is based off of) as his father speaks it regularly to him as a child. He has a little bit of an accent, but it's so faint you can't really tell.
Justy also knows some Kalosian (French) thanks to his mother, but his Kalosian only goes to grade school to high school level. He can still understand it and hold some level of conversation, but people can tell that his Kalosian isn't very fluent.
