Jolly doesn't see Felicita as her own person outside of her status in the Family, her connection to Mondo and overall he treats her from time to time as someone beneath him which is a hot take (I think) but after replaying his route a lot of times and having a whiplash from his route in the AFVF, I kind of think it is expected from someone as toxic and dysfunctional as Jolly. It is my own opinion and my interpretation of their relationship dynamic, so I could be just seeing things worse then they are.
Overall, Felicita calls Jolly out about this even in the first game: she can say to him that he needs to believe in her more—and he responds with something like "well, duh, you're my trump card, of course I think you are my best bet in saving Mondo" what is kind of not the thing Felicita wanted him to understand. Jolly sees her as his "trump card", a wielder of the "Wheel of Fortuna", a succesor of the Family, a daughter of Mondo, a capo of the "Swords" serie but not Felicita, a girl who was isolated nearly all her life and is still young, naive, easily scared and has to shoulder a huge responsibility at such a young age. Fel wants him to believe in her as a person because of who she is, not because she is his best bet or something.
Even after they fight and Jolly decides to reconcile to save Mondo, he says to her he can't lose her because—again—she is his trump card, not because he decided it's a great idea to open up to her. He shared his past as a desperate attempt to find this "emotional link" she had talked about, not because he really understood what she meant and for sure not because he wanted to open up to her. Only after talking about his past Jolly feels that it was nice.
During the Duelo he refers to her as a bird that he wants to put in a cage—and does it if she loses.
AFVF is a funny case because Jolly there is constantly dismissive of Fel's feelings: he advises her to jump off the ship if she is that scared, he reminds her every time she must act as a capo of her series (girl was kidnapped and is forced to navigate a ship with walking skeletons at night), he even says to her that she is finally "useful" when she protects him. It all leads to Fel blatantly asking him if he sees her as a mere tool.
Not to mention he thinks of Fel as of a pet when he feeds her apples.
AF2 has an incredible scene where Sumire was injured by the new subcharas, and Fel was present at that moment, so Jolly basically interrogates her as her superior minutes after the whole incident occured. How it happened, why couldn't you stop it—all of this when her mother is still injured, not to mention Fel was also under attack.
It doesn't matter that she is his girlfriend that is scared and worried about the well-being of her mother (not even a fiancee, he doesn't want to propose to her), she is his subordinate first and foremost.
He describes her as a little dog that doesn't bark. He says that Fel's owl doesn't bother her, thus Fel also can't bother him—she is filling the role of an owl in some ways, a trusted companion sure, but why this exact comprasion to an animal companion to describe that Fel can't bother him while they're walking in his favourite place. Jolly is notably bad with words and expressing his feeling but he even thinks like that about her.
The worst is the dub-con sequence, of course. He takes his anger out on her, he throws her onto the wet, dirty floor of the greenhouse and promises to teach her a lesson. He threatens her and stops only when she finally shivers from the fear; stops not because it's a bad idea to sexually assault your girlfriend in a fit of rage, but because it would upset Mondo. I kid you not.
Like Felicita as a person is not enough, she is not enough, not good enough for Jolly to think "I shouldn't do it because she is scared and doesn't want it".
But her father is enough.
Felicita's whole story is about regaining her independence and autonomy that was stripped from her; she constantly fights for her own freedom and happiness. Her main quote is 「私の道は、私が決める」 (My own path I will decide myself) because that is what she is doing all these games—she is fighting for herself and her lover, proving to everyone that she can decide for herself what she wants.
In a way, relationship with Jolly, which is frowned upon by her mother (even though she is supportive, she clearly doesn't want him to be near her daughter), is her way of deciding for herself what is best for her. She does it even in the ED1 of AF2—she stays with Jolly even though her family tells her to break up with him for good.
However, at the same time she is being stripped of her autonomy again, but this time by her lover, a person she chose to be with, a person that constantly sees her as something other than just her.
