J-K Government Designates Board of School Education as State School Standards Authority in Line with NEP 2020
The Jammu and Kashmir government has officially designated the Jammu & Kashmir Board of School Education (JKBOSE) as the State School Standards Authority (SSSA) for the Union territory. The major policy decision is fully aligned with the provisions of the National Education Policy (NEP) 2020, which aims to enhance transparency, efficiency, and accountability in the functioning of schools across the country.
The notification, issued by the School Education Department through Under Secretary Thanaji Bhat, emphasizes that the appointment of JKBOSE as the SSSA will pave the way for an improved regulatory framework in the UTтАЩs school education system. Officials noted that the measure is designed to ensure independent and effective oversight of both public and private schools operating within Jammu and Kashmir.
Objective behind the designation
According to the order, the decision to authorize JKBOSE as the State School Standards Authority is intended to set up a robust and standardized system of evaluation and monitoring for schools. The authority will now take responsibility for ensuring that schools comply with established norms related to:
Educational safety standards
Infrastructure and learning environment
Teacher qualifications and professionalism
Student well-being and protection policies
Governance and institutional management
Financial transparency and probity
Officials believe that the reform will bring greater accountability and consistency to school operations, helping elevate the educational landscape in the region.
Key responsibilities of the SSSA under NEP 2020
Under the mandates of the NEP 2020, the State School Standards Authority will implement a clear separation of academic, regulatory, administrative, and examination functionsтАФa core principle of the new national education framework. As the SSSA, JKBOSE will:
Establish benchmark standards for the functioning of all schools
Monitor compliance with regulations and safety requirements
Review facilities and teaching practices
Support the creation of child-centric learning environments
Ensure equal standards across government and private institutions
The move also ensures that the SSSA does not interfere with academic autonomy while ensuring necessary accountability and supervision.
Supported by PARAKH recommendation
The notification also refers to recommendations by PARAKH (Performance Assessment, Review and Analysis of Knowledge for Holistic Development)тАФthe national assessment centre set up under NCERT. PARAKH advises state governments to designate state examination boards as the SSSA to help establish equivalency of school standards nationwide.
Several school boards across the countryтАФincluding CBSE at the national level and state boards in Himachal Pradesh and MizoramтАФhave already been notified as State School Standards Authorities, reflecting a wider national shift toward NEP-based regulatory alignment.
JKBOSE equipped to take over expanded role
Established under the Jammu and Kashmir Board of School Education Act, 1975, JKBOSE has long served as the statutory body overseeing curriculum development, examinations, and school affiliation. With decades of structural and operational experience, the board already possesses the technical expertise, institutional capacity, and infrastructure to execute the regulatory functions associated with the SSSA.
Education experts believe that entrusting JKBOSE with this expanded responsibility will strengthen educational governance and support the NEPтАЩs long-term mission of improving school quality across the Union territory.
