Part of me wonders if the Heavens had ever intended on Ma Wang actually achieving the goal they had in mind for him, seeing as how they never explained the point system (to the audience or to him, seemingly, with him always having to wonder how close he is to becoming a deity all through the series).
Looking at Ma Wang objectively just from his actions in the show, it's clear that he still intends to keep doing 'good' for all intent and purposes, by opening a hotel to catch evil spirits specifically, so I think it's safe to say that he still wants to become a deity. What's definitely shifted though, is his motivation.
Before, it was strictly about getting Cha Eun out of the seemingly endless torture of living her every life in misery without ever knowing why. The second it became clear that he was able to do this without waiting any longer, he didn't hesitate to take on 10,000 lifetimes of bad Karma to free Princess Iron Fan. Once that motivation within the series is met though, Son Oh Gong even points out that he was under the impression that Ma Wang only wanted to become a deity to get points to reach his goal, yet something seems to have changed.
The way I see it, there are 2 likely possibilities; either he's a disgruntled employee that's in it for the long con in order to get his revenge on the Heavens...or he saw first hand just how SHIT the Heavens are at running things properly, and he thinks he has what it takes to be UPPER MANAGEMENT to make sure things improve. I'm more inclined to believe that he wants to work to improve the Heavens' system, mostly because causing further trouble after learning that he has another chance at having a family, isn't too likely.
