The building is located underground and is generally in a more """neutral""" area within the border. One of the rare spots in that area that doesn't get obliterated too much during the fighting as many citizens from both Ring's frequent it and would hate to see it go. It's seen as a more... ""regulated"" area where citizens and such can go and fight it out. By "regulated" it's... mostly depending on who is hosting the fight that evening. It ranges from bare fist fighting to "bet on who can survive being beaten with a pipe long enough". The only real "regulation" is that there is no death involved/tolerated. If you want the fighters to die then either go to a different establishment or take it outside.
