This is the first time I've seen a photo of the Raiden Model 21, but the size and position of the Hinomaru on the fuselage seem very similar to those on the Raiden produced by Koza Arsenal.

"Raiden" was converted to the Type 26 "Kasei" and achieved a speed of 614.9km/h at an altitude of 6,585m (measured by Major Kofukuda at Suzuka on September 28, 1944).
It is a Type 33 equipped with a Type 5 30mm fixed machine gun, and the propeller blades are also "for high altitude use."
