Hey Charlotte, small question! Does Ixalan's Binding puts an end to Squee, the Immortal once and for all?
Squee can't be gotten rid of that easily.
You're allowed to cast Squee here and Ixalan's Binding can't do anything about it. Why? Because all you need to start casting a spell is permission to do so, and Squee's own ability gives you permission to cast him from exile. The "don't cast this" restriction of Ixalan's Binding wouldn't be considered until later in the casting process and by the time it would apply, Squee is already on the stack and therefore no longer bound by that restriction. (You wouldn't be able to cast Squee if there were two Squees under two Ixalan's Bindings, though.)
If Ixalan's Binding exiles someones commander and they move it to the command zone, does it still act as a nevermore effect even with nothing currently exiled under it?
If the card moves to the command zone instead of going to exile, then nothing is ever exiled with Ixalan’s Binding and its second ability doesn’t do anything.
