I’m nooooot quite as sure about that. I was under the impression that nobility, in general, did not develop psychic abilities; Vriska stated somewhere (though I can’t find the source just now) that it’s rare for people in her caste to even develop such abilities. Whether this was an attempt to make herself seem more unique or a genuine attempt at explanation is up to interpretation.

The point is it's possible, if rare/exceptional. Minor telekinesis is not even close to mind control as far as strength of power goes. 

Of course, the other midblood castes are explicitly stated not to have powers (olivebloods are neutral, jadebloods are special enough already plus you could consider rainbow drinker a power?).
