انڈیپنڈنٹ پاور پروڈیوسرز جن کی مجموعی تعداد آٹھ درجن کے قریب ہے، قومی معیشت کا خون چوسنے اور ملک کو زبوں حالی سے دوچار کرنے کا کتنا بڑا سبب ہیں، اس کی نہایت خوفناک تفصیلات سامنے آرہی ہیں۔ ان سے اندازہ لگایا جاسکتا ہے کہ قومی وسائل کس بے دردی سے اور کتنی طویل مدت سے ان کی بھینٹ چڑھائے جارہے ہیں۔ اس ضمن میں ایک تازہ ترین رپورٹ سے ملک میں درآمدی ایندھن سے چلنے والے 26 آئی پی پیز کو گزشتہ دس سال کے دوران 1200 ارب روپے سے زائد ادا کیے جانے کا انکشاف ہوا ہے جبکہ اس سے پہلے کا ڈیٹا سامنے آنے میں مزید ایک ماہ لگ سکتا ہے۔ درآمدی ایندھن سے چلنے والے ان بجلی گھروں کو بندش اور خرابی کے باوجود سینٹرل پاور پرچیزنگ ایجنسی کے مطابق سیکڑوں فنی خرابیوں کے باوجود ادائیگیاں بند نہیں کی گئیں۔ ان میں سے بعض پاور پلانٹس زیادہ تر وقت مکمل بند رہے اور بعض کو صرف بوقت ِضرورت چلایا گیا مگر کیپسٹی پیمنٹ سب کو ملتی رہی۔
یہ بات واضح ہے کہ آئی پی پیز کی لوٹ کھسوٹ کا مسئلہ بجلی کی قیمتوں میں مسلسل اور بے تحاشا اضافوں کے باعث رونما ہونے والے عوامی دباؤ کی وجہ سے اٹھا ہے ورنہ صاحبان اختیار جس طرح عشروں سے خود اپنی آئی پی پیز کے ذریعے سے قومی وسائل بے دردی سے ہڑپ کررہے تھے، اس کا سلسلہ بدستور جاری رہتا۔ تاہم اب بہرصورت قوم کو اس ظلم اور استحصال سے نجات ملنی چاہیے۔ غیر ضروری اور غیرفعال آئی پی پیز سے کیے گئے معاہدے ختم کر کے باقی کے ساتھ منصفانہ شرائط پر نئے معاہدے کیے جانے چاہئیں اور ان کی تفصیلات سے قوم کو باخبر رکھا جانا چاہیے کیونکہ شفافیت کا اہتمام قومی وسائل کو من مانیوں اور ہر قسم کی کرپشن سے بچانے کا سب سے مؤثر ذریعہ ہے۔ علاوہ ازیں بجلی چوری کا بھی مکمل خاتمہ ناگزیر ہے۔ وفاقی وزیر توانائی کے مطابق اس سمت میں اقدامات جاری ہیں لیکن ان کا اعتبار مثبت نتائج ہی سے ہو گا۔
