Telephone companies have already begun transitioning their networks to Internet Protocol. This could save billions while improving service for consumers and promoting faster broadband, but has raised a host of policy and legal questions. How can we ensure the switch is as smooth and successful as possible? What legal authority do the FCC and other agencies have over the IP Transition and how should they use it?

It never really made sense to me why special access customers—primarily business customers—would want to (or should) be stuck with decades-old technology rather than using IP-based networks to reach their customers in new ways. But the argument of some CLECs that we need to preserve the old technologies (really, preserve the CLECs’ business models) for the benefit of special access customers is starting to fall apart. And it’s falling apart without government intervention, through the use of private, market-based agreements.

Telephone companies want to upgrade to Internet Protocol (IP), saving billions that can be invested in faster broadband service. Now that the FCC has approved AT&T proposal for trials, the discussion has shifted to what’s next. AT&T has agreed, in principle, with Public Knowledge’s proposal for five values that should guide the IP transition, but what do they really mean? And how should they be implemented?
