Public Works Management Changes
This is to inform you that Vitaly “Vit” Troyan, Director of the Oakland Public Works Agency (PWA), has notified me of his intent to retire on August 16, 2013. Vit has served as Director of the Oakland Public Works Agency (PWA) since 2009. Under his leadership and through difficult economic times, PWA:
Completed major improvements to Lake Merritt;
Began replacement of 30,000 street lights with energy efficient lighting at no cost to the City;
Began replacement of the City’s ten year old fleet;
Began negotiations to obtain a $20M advance on Measure B for street paving; and,
Significantly improved Public Works responsiveness to the needs of Oakland’s residents.
I have also been notified that, David Ferguson, Assistant Director of PWA’s Department of Infrastructure and Operations, will be leaving the City on August 2, 2013, to accept a position as Director of Public Works of the City of Tracy, California. Congratulations, David! To replace Vit and David, I will be using an executive search firm to conduct a nationwide search for a new Director and Assistant Director. I will also be asking Vit to continue, on a partÂ
time basis, to negotiate with EPA over a sewer consent decree and to continue his efforts to streamline the City’s contracting process.
Upon Vit and David’s departure, current Assistant Director Brooke A. Levin will be serving as Interim Director of the Public Works Agency. Jason Mitchell, currently PWA Agency Administrator, will serve as Interim Assistant Director of the Department of Infrastructure and Operations. As key members of my management team, Vit and David will be greatly missed. Please join me in expressing our appreciation to Vit and David for their many contributions to our City, and in wishing them the best in their new endeavors.
