On a scale of 1 to good, do you think I should read the Sonic IDW comics
Have not read a lot of IDW admittedly. Everyone has different opinions about it and its quality, but the issues I've read of it, I thought were good, and I like the roster of original characters that it has, and I thought some of it's story ideas were fairly unique. The IDW comics take place in the same continuity as the games, apparently, but if you haven't played any of the recent Sonic games, you probably won't have too much trouble following along I think.
For fairness I would also recommend giving Archie Sonic comics and the Fleetway Sonic comics a try, I've seen a lot of IDW fans unfairly shit on them and that sucks. All three comics try something different and have something for everyone and that's pretty cool, so if you're up for it I would actually recommend reading all of them (IDW included of course, since. That was your question to begin with 😅).

Which Legendary/Mythical Pokemon would you say deserves more of a starring role/more story relevant plotlines, if any? My top pick would probably be Deoxys, that lad is just too cool to be given next to no importance
Definitely Deoxys, I feel like it's been kinda forgotten in the anime. I was super happy they integrated it into the plot of ORAS though, it really helped make it more memorable there!!
I also wish there was more Arceus stuff, I know it has a movie and that one recent special in the anime, but I was admittedly kinda disappointed that Arceus didn't really play much of a role in the game named after him. I hoped he would be in it more :(
