The installation of the equipment requires heavy duty rigging crews most likely American. As well as US contractors for electrical, plumbing, A/C, fire suppression, telecommunications, etc needed to complete the factory.
All the aforementioned Korean and US jobs were temporary for completion of the factory. Those jobs would end when the assembly line is set up and the local US workers hired to run the assembly lines.
