he needed the flying roller-skates because he lost wings. when he got his wings back at the end, he wasn’t wearing his boots anymore. but yeah that weirded me out for a few seconds and thought maybe they need the skates when they can’t use their wing

At the beginning of the movie the bounty hunters specifically note that the boots were a mark of him being a legionnaire.
Then there's the whole thing about the wings and how they were removed because he bit an entitled.
And I believe Stinger also mentions how his wings were removed because he took the fall for Caine too....which doesn't make sense because...nevermind.
So, apparently, the wings are also a legionnaire thing.
See, I'd be on board with the 'he only had the boots because he didn't have the wings' thing if it hadn't been stated that the boots were a legionnaire thing.
