you know, I suddenly wondered if Hydra was going to bring the twins back at all? after all, they were their most powerful weapon at the time. okay, they weren't looking for Winter, because they thought he was dead. but twins? he is literally the fastest person on earth, and she is able to manipulate others + telekinesis. together, they can defeat an entire army. are they just really didn't care, that they lost them? it was no wonder then that Hydra was constantly being defeated, since they were so oblivious to their own weapons of mass destruction :/
