Their doctrine on the website states that they use people as actors to portray injured victims in a fully realistic, real time “scenario” or “exercise”. It says the scenario will be as realistic as possible, and will even use the media and government officials! This boston marathon seems like a “scenario”.They even state that non-ambulatory actors will be left at the scene longer than other actors. Non Ambulatory means victims that cannot walk. The double amputee was left longer than less injured victims at the scene of the bombing. He was even treated after less serious injuries. And to top it all off, people that could walk and talk were taken out on stretchers, and the double amputee was taken out in a wheelchair.
