Hey there, the card Gaddock Teeg prevents players from casting certain noncreature spells, but does that mean he counters them? If I were to flash Gaddock Teeg on to the battlefield in response to someone casting Wrath of God, would the board wipe resolve?
No, Gaddock Teeg isn’t a counterspell.
Teeg has to be on the battlefield before the spell is cast in order to prohibit its casting. If the spell has already been cast, then there’s nothing he can do about it.
