Besides the clock sitting up in the corner, and the blinking monitors in the dark it was difficult to tell occasionally what time it was within’ their headquarters. Reg Cutty is the butcher of Wellington Wells! He’s the creator of V-Meat, and is the boss of Edmund MacMillian – an old friend of Percy Hastings. Meeting him is entirely optional, and his sidequest isn’t necessary! But oh boY IS IT A FUCKING CRAZY ONE – !!!
Though he seems to be a cool dude, he has an extremely fucked up and darker side. Secretly German, he tries his best to hide his race within the city by helping them create V-Meat. He’s basically someone who’s helping the populous survive! Except there’s one catch: V-Meat is made of human.
He basically hires assistants to collect rotting food from customers so he can make it into meat paste, sends them out to deliver the paste, and forces them to make v-meat, only for them to become V-Meat after he gets bored of them.
In the sidequest, he forces Arthur to be his apprentice. After escaping by just a hair, Arthur helps the bobbies arrest Reg Cutty and put an end to his slaughtering. But he was helping the people… wasn’t he?
