@keire-ke Zola wasn't immediately captured after the war and if you look at Agent Carter episodes, it's safe to assume he wasn't captured for awhile

But he was! He was captured on the train o’Doom, Philips interrogated him later, and that’s how they knew about Schmidt’s plane! I haven’t see AC, but I thought he was in prison then?

I've seen it commonly stated the Winter Soldier wasn't active until the 50s or so, not immediately. Maybe the Russians were having difficulty with the conditioning and brought Zola in specially? Or maybe there were just enough double agents in the SSR for Zola to get away occasionally when everyone thought he was in transit to holding places or w/e?

That still might require some elaboration, I’m having trouble imagining the Russians being able to bring in anyone from the States for a project, especially a man who would have been under -- presumably -- some form of supervision!

And immediately post-CAFA (as in a decade or so) I don’t expect Hydra had much of a presence in the USA. Even before the war their strength was in moles rather then covert forces. I have no doubt it took time to create the Winter Soldier, the frame is just... wobbly. Especially since SHIELD’s humble beginnings would have necessitated all involved working very closely, so I doubt Zola would have enough freedom to supervise a project as delicate as WS.

Unless SHIELD knew, of course.

I've seen several fan theories based on Zola starting experimental treatment that let Bucky survive the fall back before Steve rescued him. Maybe it's a flashback to that?
