In order to answer this for Victoria I need to differentiate between her canon historical verse or her modern verse, because both have a very different answer.
In her canon. she's never even been kissed. Romance doesn't interest her that much as she's grown up with her mother and the rest of her siblings regarding it as something nearly transactional. A convenient marriage of her oldest sister would save the family, but a marriage of William would surely bring them to ruin. She was raised on the belief that romantic love was equal to marriage and could not be found outside of it. This caused Victoria to not go looking for it. She remains blissfully unaware and struggles to differentiate platonic love and romantic love when she feels one of the two.
Basically, in her canon she's a virgin who's never fooled around. She knows something is to happen when she eventually gets married, but as her mother isn't forcing her into the direction of marriage, she does not pry any further. In a way, she knows about sex because she has eyes, and she has seen animals ( and she has walked in on her older sisters with their husbands once or twice ) but it doesn't click inside her head that it is something she can and could enjoy.
In modern verses. Victoria has never been in a relationship, but that doesn't mean that she hasn't fooled around once. A boy from her class who in hindsight had no feelings for her whatsoever but who thought she was flirting with him. All was consensual, but Victoria told herself that it was true love while in truth it was an awkward encounter in his run-down old Peugeot. An encounter that left her with an awkward cramp in her leg and a weird kink in her neck.
It wasn't great, but it wasn't bad either. It was just very unsatisfying.
