I think Tai thinks it's a good-faith votive offering for a departed soul, and potentially even a way of keeping "It" off her back, given her religious (and specifically Catholic-seeming) family background and the fact that the aspect of Mary to which she offers it is associated with protection against the devil. (It seems to be the same aspect of Mary as in the close-up of the snake being stepped on at Nat's funeral.) But I don't think Tai is necessarily, consciously right that this is why she's doing it; Other Tai, or even "normal" Tai, is probably also subconsciously conflating a Catholic devotional practice with a devotion to It. So I think she's attempting to protect both herself and the dead waiter from the Wilderness, and offering the dead waiter as a sacrifice to the Wilderness, in the same action, Francis Marion Tarwater-style.
