[I learned about these cannibal dwarves from native-languages.org, which has been a very useful source for actually finding real information on Native cultures and their stories. These are from the Arapaho people, and the Romanization of their name that I picked was one that I thought best balanced the pronunciation and the readability.]
Hachisitehi CR 8 NE Fey This humanoid stands only three feet tall, but is powerfully muscled with oversized hands and feet. They clutch in their hands an axe larger than they are tall.
Sometimes referred to merely as “cannibal dwarves”, the hachisitehi are the physical embodiment of the surprising durability and danger found in nature. Every weed that refuses to die when pulled up or poisoned and every tiny animal with surprisingly potent venom are precious to a hachisitehi, and they cultivate toxic plants and deadly animals. They are excellent craftsmen, although their works tend towards weapons of war and dangerous chemicals.
Hachisitehi are man-eaters, and they delight in killing and devouring other sapient creatures. They are capable of wielding enormous weapons with ease, and their appearance in combat might be comical if the effects were not so deadly. Much to the chagrin of their enemies, hachisitehi are nearly unkillable, as they keep their magic hearts hidden safely away. Burning the body or hacking it to pieces are suitable countermeasures, but if a cunning hero can find the hearts of a hachisitehi clan, they might eliminate their enemies in one swoop.
Hachisitehi Boons and Banes (CL 14th, 7th level, DC 19) Although the hachisitehi are typically hostile towards humanoids, they sometimes ally with lone killers, evil druids and other misanthropic souls. Likewise, they are rarely patient enough to bestow their bane.
Boon: You become a master with poisons of all kinds. You gain a +4 bonus to Craft (alchemy) checks made to identify, preserve or craft poisons, and gain the poison use ability. This boon lasts for 1 month.
Bane: You are supernaturally enfeebled, and even the smallest burden is incapacitating. As long as you are carrying or wearing any equipment, you are encumbered as if at a heavy load. You suffer a -6 penalty on all Strength based skill and ability checks. This bane lasts for 1 month.
