The Children of Arkham had been planning this for quite some time. The Narrows was difficult to coordinate some attacks, but due to several high powered water manes in the area, it was ideal to spread the toxins over the city. It would be far more stealthy than the train cars they had attempted before.

“Make sure not to spill the chemicals” Lady Arkham said. Her voice was synthesized to hide gender, tone or accent. She would be an enigma to everyone here for good reason. “Gotham will need every last drop.” This would be a multi step plan and one that had little room for error. If the other steps of the Children of Arkham’s plan was to succeed, this would need to go down. And with Batman and the rest of his allies busy battling the other threats Gotham had to offer, there would be little interference.
